The Marvel Cinematic Universe Phase 4 is still alluding HYDRA seven years after the organization’s defeat in Captain America: The Winter Soldier.

HYDRA still has its foundation buried in the current phase of the MCU even after seven years of Captain America: The Winter Soldier and six years after the Avengers: Age of Ultron. Recent MCU releases such as Black Widow, Falcon and the Winter Soldier, Marvel’s What If…?, and Shang-Chi and the Legends of the Ten Rings have alluded HYDRA, the parasitic terrorist organization, even though it has been entirely wiped off.

The organization established itself as a threat after the events of Avengers: Age of Ultron. That is why the Avengers decided to destroy all the hidden agents of HYDRA, especially Boron Von Strucker. But apparently, it was Ultron who killed Strucker. As a result, when Phase 3 began, the parasitic organization was pushed to the backburner of the franchise. However, “if a head is cut off, two more shall take its place,” clearly states that HYDRA is trying to come back in the MCU once Thanos is defeated. That is the only change through which the organization could still slumber.

But why the terrorist organization still has such a massive influence on the Marvel Cinematic Universe? HYDRA was the first-ever threat to the MCU, just like how Iron Man was the first Avenger. The thread ran over many films from both Phase 1 and 2. While the organization seems to be completely wiped out of the franchise, HYDRA might again show up as a significant threat to the MCU.

Phase 4 shows such as What If…? and Falcon and the Winter Soldier have built some plot around the key characters and events from HYDRA. For an instance, Marvel’s What If…?’s pilot episode showed Peggy Carter instead of Steve Rogers took the super-soldier serum. As a result, the show began similar to how MCU began; including HYDRA as the most significant threat.

Whether or not HYDRA will make a way back to the MCU Phase 4, one thing is clear; the organization still exists in the storyline of the Marvel Cinematic Universe.
